Happy July! We're back with another edition of Decoding the Health Code, your monthly update on the Snohomish County Health Code modernization effort. 

We're continuing to make steady progress on code revision projects and are looking ahead to a busy summer and fall. Keep reading to learn more about recent changes and a preview of what's coming next!

What’s happening now

Earlier this month, the Snohomish County Board of Health adopted two ordinances that affect the General Provisions title of the Health Code. This foundational title supports the structure and application of the rest of the code. 

The ordinances amended language related to the fee schedule and variance/waiver requests:

  1. Fee schedule reorganization: The fee schedule outlines costs associated with permitting, plan review, and other regulated activities. Previously, fees were listed by program. Now, fees will be grouped into smaller sections by both program and type of activity. There are also wording and reorganization changes that are intended to improve clarity. This ordinance did not adjust fee amounts. 
  2. General variance/waiver process: When code compliance is impractical or impossible, individuals may request a variance (modification) or a waiver (exception). The Health Code now includes clear procedural guidance for these requests. This ordinance does not change the standard for how requests are evaluated.

What to expect next

Our next phase of work will focus on septic system regulations. We are currently developing many possible code revisions, including:

  • A full refresh of septic regulations - the entire wastewater title will be reorganized and modernized for clarity and ease of use.  
  • Property transfer inspections - a new state requirement will help home buyers and sellers better understand a septic system's condition before a sale.
  • Stronger monitoring and maintenance standards - updates aim to reduce system failures, protect water quality, and avoid costly repairs.  
  • Clearer guidance for septic professionals - standards will support consistency, accountability, and quality work across the industry.
