Water Program >> Two-Connection Residential Water Systems
The Snohomish Health District reviews and approves new two-connection drinking water supplies. Examples of two-connection
water supplies include:
two single family residences on separate properties sharing one well,
a single family residence and an accessory apartment on the same property sharing one well,
a duplex unit on one property sharing one well. Each side of a duplex is considered as one connection
For SHD approval of a two-connection well, the following requirements must be met:
Approved well site
A completed “Application for an Individual Water Supply Site Inspection” must be submitted along with the applicable fee.
The SHD will then conduct a site review to verify that the potential well site is in compliance with
WAC 173-160.
If the two residences to be served are not located on the same property, then a separate well site application for each property must
be submitted.
SHD Approval of “Request for Review: Individual Water Supply”
The following information must be submitted:
Signed Declaration of Applicant (available from SHD Water and Wastewater Section)
Satisfactory results of inorganic chemical analysis for the
following: arsenic, barium, cadmium, chromium, lead, mercury, selenium, silver, sodium, fluoride, and nitrate
Recorded Declaration of Water Use Agreement(s), Easement(s) and Restriction(s)
Identification of the Supply as an Individual Water Supply
Description of system management and ownership
Identification of the property or properties served (including appropriate easements)
Recognition of system restrictions as determined by SHD
Example Documents are available. Prior to recording, it is advised that the document (s) be reviewed by SHD
“Decline to Provide Service” letter from adjacent water purveyors
A letter must be received from any adjacent water purveyors declining to provide direct water service, ownership, or management to the proposed
two-connection well.
