Region 3 AIDS Service Network
Established by the Omnibus AIDS Bill (ESSB 6221) passed March 1, 1988, the Regional AIDS Service Networks are "the official state regional agencies for AIDS information, education, and coordination of services."
The Region 3 AIDS Service Network serves Island, San Juan, Skagit, Snohomish, and Whatcom Counties in the following capacity:
  • Develops regional plans for provision of HIV/AIDS related services;
  • Monitors and distributes funds to local health departments and other organizations
  • Provides technical assistance;
  • Serves as a resource center;
  • Represents the region at the state level;
  • Facilitates communication and coordination within the region;
  • Provides HIV/AIDS partner notification and disease investigation services
The Region 3 AIDS Service Network provides staff support and technical assistance to the Region 3 AIDSNET Administrators/Directors and the Region 3 HIV/AIDS Community Planning Council. The AIDSNET is comprised of the leaders from each of our county jurisdictions who implement local public health activities.
Final Region 3 AIDSNET allocation decisions are made by the Region’s Director, who is the Public Health Officer for the largest and lead county (Snohomish) in our geographic area, in consultation with our other public health jurisdictions. Services are provided largely by way of subcontracts with our five county public health agencies and with collaborating private community-based organizations.

The Region 3 AIDS Service Network subcontracts for provision of care and prevention services with our regional county public health jurisdictions as well as with several collaborating private community based organizations. Contact information for these service providers follows immediately below.
Community Planning
The Region 3 Planning Council was formed to plan for effective HIV/AIDS care and prevention programs in the area of the Region 3 AIDS Service Network in Washington State. Through an ongoing and informed participatory process we seek to improve the quality of the life for persons living with HIV infection and to reduce the further spread of HIV/AIDS infection.
The planning council strives to reflect in its composition the characteristics of the current and future HIV epidemic. The group is comprised of HIV/AIDS service providers, relevant technical experts and community representatives from across our five county areas, and includes persons at risk for and living with HIV/AIDS.
HIV Prevention
The federal Centers for Disease Control and Prevention designed HIV Prevention Community Planning to increase community involvement in prevention planning, improve the scientific basis of program decisions, and target resources to those communities at highest risk for HIV transmission and/or acquisition.
The planning council is responsible for undertaking a rigorous, CDC-defined planning process to produce a multi-year Comprehensive HIV Prevention Plan. These plans guide the use of federal, state, and other resources for HIV prevention in Washington State.
HIV prevention community planning is a collaborative process. Health departments work with the community to establish a planning group. This group develops a comprehensive HIV prevention plan representing the needs of people infected with, or at risk for, HIV. Anyone can attend the planning meetings or apply to be a member. HIV/AIDS Care
The Ryan White HIV/AIDS Treatment Modernization Act of 2006 (Ryan White Program) is administered by the federal HIV/AIDS Bureau, Health Resources and Services Administration (HRSA), Department of Health and Human Services. The intent of the program is to improve the quality, availability, and organization of health care and support services for individuals and families with HIV infection. Funding to Washington State is based on cumulative HIV and AIDS cases reported in the State.
Washington State utilizes Ryan White Part B funds to support provision of treatment, payment of insurance premiums, and a comprehensive continuum of care for individuals with HIV disease and their families. Specific allocations for each region are based on a dollar parity model that is updated yearly.
HIV care-related services such as medical case management, oral health care, medical nutrition therapy, mental health services, and substance abuse outpatient care may be supported in communities through Ryan White Part B funds.
Community planning is based on the assessed needs of low income HIV-positive persons, community priorities, and available resources.
