Board of Health Meeting, August 9

Per Capita Funding to be Focus of Upcoming Meeting

SNOHOMISH COUNTY, Wash. – During its regular board meeting, the Board of Health will join other elected officials and leaders in a facilitated discussion on public health funding, and how the cities and Snohomish County might collaborate in supporting the Snohomish Health District. The meeting will be from 3:00 p.m. to 5:00 p.m. on Tuesday, August 9, 2016. The meeting will be held in the District’s Auditorium located at 3020 Rucker Ave, Everett, Wash.

This is not a new concept for Snohomish County, as Snohomish Health District became the first local health jurisdiction in the state to form a city-county partnership back in 1966. Eleven of the 18 cities in the county voluntarily contributed $0.50 per capita to public health, and in the years that followed, the number of cities and rate of contribution increased. At one point, some cities were contributing as much as $2.70 per resident. This funding stopped when a portion of the motor vehicle excise tax (MVET) was dedicated to local public health in 1993, and then subsequently repealed in 2000.

Staff briefed the Board on June 14 about the recommendation to approach the County, cities and towns for per capita contributions. The Board requested more time to consider the recommendation, allowing for further discussion with their colleagues and for staff to begin making presentations before city councils. In addition to these presentations, invitations have been extended to city and county representatives to attend the board meeting on August 9.
