Special Board of Health Meeting, November 8

District to Hold Public Hearings on Preliminary 2017 Budget and Proposed Fee Increases

SNOHOMISH COUNTY, Wash. – During its regular board meeting, the Board of Health will hold public hearings on the Snohomish Health District’s 2017 preliminary budget, as well as proposed fee increases for Environmental Health permits and services. The meeting will be at a special time from 2:45 p.m. to 4:45 p.m. because of election day on Tuesday, November 10, 2015. The meeting will be held in the District’s Auditorium located at 3020 Rucker Ave, Everett, Wash.

This preliminary budget has been built with the following assumptions and concessions:

  • Avoiding layoffs, but eliminating 11.65 FTE currently vacant positions
  • Continuing our First Steps and Women, Infant & Children (WIC) programs
  • Providing a cost of living adjustment to employees, based on bargaining agreements
  • Including $1.9M required for critical capital and infrastructure needs
  • Implementing a 1.8% fee increase for Environmental Health, as well as a proposed 8.3% increase in onsite sewage program fees
  • Utilizing $453,975 of our reserves to cover the gap in expenses and revenues

While staff have been diligently working with the cities, towns and Snohomish County to reinstitute a per capita structure that began in 1966, this preliminary budget does not include those potential contributions. Leadership and the Budget Ad Hoc Committee will make budget modifications based on finalized per capita commitments, which will be reflected in the final budget presented in December.       

The public hearings will be time-limited due to the tight agenda on Tuesday. Those wishing to speak will be asked to sign in and will receive up to three minutes to share comments, depending on the number of speakers signed in. Following the public hearing, it is anticipated that the Board will take a vote on the proposed fee increases to be effective December 1, 2017.
