Board of Health Meeting, October 13

District to Present 2016 Budget and Draft Vaping Ordinance

SNOHOMISH COUNTY, Wash. During an extended board meeting, Snohomish Health District staff will be presenting the 2016 preliminary budget request, and the Board of Health will hold a public hearing on a proposed ordinance for vaping and vapor products. The meeting will be from 3:00 p.m. to 5:30 p.m. on Tuesday, October 13, 2015. The meeting will be held in the Snohomish Health District Auditorium located at 3020 Rucker Ave, Everett, Wash.

 

The District has taken a thoughtful and purposeful approach to identifying ways that it can affect the greatest good for the greatest number of people in Snohomish County. It is not about lay-offs and program budget cuts, but rather transforming into a more nimble and responsive agency. The 2016 preliminary budget takes that vision and provides the means and resources to make it happen.

 

At a retreat on September 24 focused on potential new finance and governance options for the District, the Board retreat attendees gave staff direction to explore further options for:

  • Countywide public safety sales tax
  • City and unincorporated area per capita contribution 
  • Cost savings from proposed consolidation with County government

 

The Board will continue these discussions at Tuesday’s meeting, as well as potential implications for the 2016 budget process moving forward.

Use of vapor products is largely unregulated and rapidly increasing, especially among youth. In addition to the nicotine, vaping may expose users and by-standers to harmful toxins like formaldehyde and heavy metals. The vapor products ordinance is designed to protect the public's health by prohibiting vaping in public places and by regulating sales of vapor products to reduce access by underage youth.

Due to the tight agenda on Tuesday, the public hearing on the proposed vapor products ordinance will be limited to 40 minutes. Those wishing to speak will be asked to sign in and will receive up to three minutes to share comments, depending on the number of speakers signed in.

 

In conjunction with the first reading and public hearing at the board meeting, a formal public comment process on the vapor products ordinance will be conducted from October 8-23. There are a number of ways the public will be able to share comments on the draft ordinance:

 

  • Attend the public listening session from 4:00 p.m. to 6:00 p.m. on Monday, October 19 in the Snohomish Health District Auditorium

The Vaping Subcommittee will be in attendance at the October 19 listening session. A summary of all comments received will be made available to the full Board of Health following the close of the public comment period.

 

A 2nd reading and potential vote on the draft ordinance is anticipated for the Board of Health meeting on November 10.
