Request for Proposals: Strategic Plan Update
Snohomish Health District (SHD) is currently accepting proposals from qualified persons or firms to contract for consulting services to guide a strategic planning update process for the agency. Consultants are invited to submit a proposal which includes an outline of their experience and qualifications in performing work directly related to the services required.

Pre-submittal Conference: This will be an opportunity for potential candidates to ask questions and obtain information about the RFP process and the Strategic Planning process. Attendance is optional. The Pre-submittal Conference will be held 11 a.m. - 12 noon on Tuesday, Jan. 14 at the Snohomish Health District, 3020 Rucker Avenue, Everett, WA 98201.
QUESTION DEADLINE: 5 p.m. Friday, Jan. 24. Responses will be posted on this webpage.
PROPOSAL DEADLINE: 5 p.m. Wednesday, Jan. 29. Submittals must be received electronically.
Because the current Strategic Plan actively engaged the broader community and interested stakeholders, this update will primarily involve the 15 member Board of Health (BOH), Public Health Advisory Council (PHAC), agency staff and targeted community providers. While the details of the strategic planning process are to be determined and negotiated with the chosen consultant, the following elements are important:
- Setting Direction (Environmental Scan and Vision)
- Focusing Efforts (Goals and Priorities)
- Implementation (District-wide/Service oriented Plans)
- Reporting (Progress)
